South Street/Headhouse Square Business Improvement DistrictProblem: This historic Philadelphia business district had been experiencing a downward cycle for several years. There were security issues and an urgent need for greater cooperation with police and local government. In addition, affluent residents of the community complained that the businesses along the street and the type of clientele they attracted were the cause of frequent disruptions to the area. Solution: Assuming a leadership role, Harris Eckstut began by exploring options with government leaders, community residents, business merchants and neighboring communities. In a two-year process, Eckstut garnished support from all factions and created the municipal authority, South Street/Headhouse Business District. Creating a unique and effective management structure, Eckstut was able to negotiate with city agencies and landlords, develop and oversee budgets, write zoning overlays, develop cooperative marketing strategies and even set up a federal summer job program for youth. In addition, he was responsible for securing the restoration of historic Headhouse Outdoor Marketplace, one of the nation's few remaining colonial open air markets. Outcome:
